an agency is an outsourcer, and an individual who has outsourced you some job also is an outsourcer. If you yourself would outsource some job to your colleague you yourself would become an outsourcer too.

your outsourcer IS on the Blue Board, and he is not "an individual", he represents a company. Have you ever visited the Blue Board at all?
