provisión básica

This appears in a promotional pamphlet for the a students' halls of residence in Madrid. Can anyone tell me what "provisión básica" means in the context below?

El diseño y decoración de todos los pisos y habitaciones está efectuado con criterios de función y aprovechamiento máximo de espacios, enfocado a la temporalidad y al uso y necesidades del estudiante.

Así, por pago de una provisión básica, se facilitan suministros mínimos de agua y electricidad.

The term appears to simply refer to the fee students pay for housing in the dormitories, and which includes "a minimal supply of water and electricity."

I guess they had better not take long showers or keep the lights on past midnight....

Or perhaps even "basic housing fee" (to incorporate the underlying idea of the Spanish "basica," and which is also reflected in the minimal supply of water or electricity).
