A newspaper article on subsidized housing by an Argentine urban planner:

La decisión de dónde construir la vivienda subsidiada es una importante herramienta de política territorial. Si esas decisiones van a acentuar los patrones de concentración en los grandes conos urbanos de las ciudades más importantes es por la dificultad de redireccionar necesidades que ya se han localizado en ellas.

I would say "metropolitan areas" but it speaks of conos urbano as within "la ciudades más importantes"

Urban area

An urban area is different than a city. Click the link and it describes it pretty well. Basically, a city is a definition of a geographic area (in legal terms), where as urban area is based not on legal boundaries but rather population boundries. A city will have one population which will be smaller than the population of the urban area of that same city. This is because the urban area will include all of the outward expansion.

conurbations

I quite like your suggestion of "metropolitan areas" to be honest, but "conurbations" is another option. As far as I'm aware, "conurbano" (i.e. "cono urbano") and "conurbación" are synonymous.

I read your source sentence not as saying these areas are within the city, but rather they're "of" the cities – you can talk about the conurbations of London and Birmingham here in the UK, for example.
