The three key levels of the system are the following: the Council of Ministers that provides overall political guidance ***as may be endorsed*** by the Authority, representation by Member States at various international forums where negotiations take place, and a Secretariat to facilitate and support the negotiations. In this regard, what could be required are initiatives to recognise and streamline these elements.

... un mix des deux; c'est le genre de texte qui supporte très bien le participe présent.
Je penche en revanche pour "autorités" au pluriel, mais c'est une suggestion.
