Would be more normal, I feel.
However, "foundation" has two meanings:
- the structural foundation - concrete piles, footings, etc.
- the ground on which something is built.
In some cases this might confuse the issue, but I imagine here it is clear what is meant, since a "structural foundation defect" would be expected to be covered.
