Does this mean 'unfamiliar elements'? I was thinking of 'elementos cercanos' as maybe 'local' or 'familiar' but I'm really not sure. Your thoughts would be appreciated!

I can't say why but I'm pretty sure the text refers to familiar and unfamiliar elements. Otherwise. I think it would be more specific.

Hi Carlos I hadn't considered the second possibility. There's no clue in the text to verify either possibility though. It may be a question of just asking the client exactly what is meant.

Place or time It could be either, as you suggest, about "local" vs. "from other regions", or an age reference "contemporary" vs. "old(er)". I couldn't say from just this text. Have you considered this second possibility?

Lisa,
Being that the text is referring to architectural elements, I would think that 'lejano' and 'cercano' are being used more literally to compare spacial relationships. So that the text would read something like, 'distant and close elements' or 'far away and nearby elements'.
