Comment: "This is a case of needing to divide points out. Although I'm sure without a doubt that "award to bidder" is correct (and I must get your dictionary Maria McCollum, because I couldn't find this anywhere), in this sentence, and in many others that it appeared, that phrase couldn't be used, but Maria Garea's could, and other versions I use (like award the contract).
