Il s'agit de certaines dispositions légales qui prévoient dans certains cas la facturation de forfaits dans certains services médico-techniques comme le laboratoire, la radiologie, la **permanence des soins** et ce lors d'une hospitalisation même si vous n'êtes pas passé(e) par ces services.

disagree SCThomas (X) : No, I disagree that that was what was meant in the context paragraph. "Continuing Care" in English refers to a "continuing care facility" -- that is, a nursing home or retirement community. I think this paragraph talks about opening clinics.

disagree Kim Metzger : And "constant attendance" is a bad translation of Dauerplege in someone's personal KudoZ glossary. Constant implies without interruption. The idea, however, is long-term, ongoing - not without interruption.

24-hour clinic / on-call physicians / general hospital reception / triage

I'm not sure what the nearest equivalent for an American hospital would be for this, since the function this describes is (unfortunately) largely foisted off on Emergency Rooms in the US. but the examples above give some ideas of roughly equivalent services. The "Permanence des Soins" is a clinic area that is open outside of normal office hours, usually staffed by volunteers, and does not treat emergences. (Emergencies are treated by the "SAMU" (paramedics) and the "Salle des Urgences" (Emergency Room).)

The French Federation of General Practicioners gives the following explanation:
"La permanence des soins est l'activité de soins non urgents produite en dehors des heures d'ouverture des cabinets médicaux. La loi la reconnaît comme une "mission d’intérêt général". A ce jour, plus de 3.000 secteurs de garde assurent cette permanence des soins de manière volontaire et active sur le territoire. MG France a obtenu en 01/2002 la reconnaissance et l'indemnisation de cette tâche. La permanence des soins s’exerce dans le cadre d’une organisation départementale qui doit être validée par le CODAMU rénové (CODAMUPS). L’agrément préfectoral ouvre droit aux avantages conventionnels (forfaits d'astreinte actuellement) et devrait entraîner le financement pérenne des structures."

In Geneva, we often spoke of a "permanence juridique" which was, simply, "the legal team," referring to a group of people whom you could count on to be there 24-hours a day for legal help, and not to anything about continuing or constant care.
