The 'vlakken' in 'vlakkenflats' does not refer to the appearance of the flats/appartment block but to the squares they 'enclose' so to me we're looking for a way of referring to the linked squares in English as well.

Bijzonderheden
Het project betreft vier pleinen (vlakken) met elk drie flats om het plein. De flats zijn afwisselend met de openbare (onsluitings)zijde of met de privé (balkon)zijde geplaatst aan het plein. Om de identiteit van de verschillende pleinen te waarborgen is gezocht naar een accent in kleurstelling van de liften per plein. Door de keuze van hekwerken (meer open aan de galerijzijde en semi-transparant bij de balkons) is dit nader geaccentueerd. De hekken zijn voor de balkons geplaatst om een evenwichtiger gevelbeeld te bereiken.

there is no inside access to individual flats -everyone has to walk down the 'galleries' or 'corridors' which are on the outside.
