Technically, the subject is "number" so the verb should be singular ("is"). But this is only *technically* -- normal English uses prefers "are" here (by a factor of 100 to 1) because of the plural connotation. The phrase "a number of projects is being" sounds hypercorrect.

or: 'some series of projects have already been successfully implemented"
with "at this time" implied in the context. It's rather obvious, too.
If it's 'have already" - then it's already now, right? If it had happend in the past, it would have to be translated as "had been already'.

: The Russian has an (imperfective) verb in the present tense ("реализуется"). English more commonly uses the present progressive ("are BEING implemented") rather than the present ("are implemented") in this kind of situation.

: Roman's comment is incorrect, i.e. your grammar is perfectly fine. However, I agree with Scott: your translation means "уже реализованы", rather than "реализуются".

It's probably all about the results of these implemented projects, whether they have been achieved or not, and that can not be guessed out of context. You could be right , of course, but там где стоит "уже успешно", я бы перевела более конкретно.
