(1) "A number of projects are..." vs "A number of projects is..."

Technically, the subject is "number" so the verb should be singular ("is"). But this is only *technically* -- normal English uses prefers "are" here (by a factor of 100 to 1) because of the plural connotation. The phrase "a number of projects is being" sounds hypercorrect.

neutral katerina turevich : Actually, I think " are already being successfully implemented" sounds quite vague. As if they are not really sure of the results. If that's the meaning of the phrase, then you're right, of course. But "Is being" sounds rather weak in English,

It's not a question of whether "are being" sounds weak in English. Indeed English ususally REQUIRES the Present Progressive or Present Continous tense ("are being") and not the Simple Present ("are"), to describe something that is currently underway.

with "at this time" implied in the context. It's rather obvious, too.

If it's 'have already" - then it's already now, right? If it had happend in the past, it would have to be translated as "had been already'.

disagree Donald Scott Alexander : The Russian has an (imperfective) verb in the present tense ("реализуется"). English more commonly uses the present progressive ("are BEING implemented") rather than the present ("are implemented") in this kind of situation.

neutral Alexander Demyanov : Roman's comment is incorrect, i.e. your grammar is perfectly fine. However, I agree with Scott: your translation means "уже реализованы", rather than "реализуются".

It's probably all about the results of these implemented projects, whether they have been achieved or not, and that can not be guessed out of context. You could be right , of course, but там где стоит "уже успешно", я бы перевела более конкретно.
