Would be unfit to use the askers box so I used the askers own suggestion and modified it slightly. I believe provisions is also correct but regulations education is more appropriate. That is my take. It is sometimes only a matter of style/tone and readership which would determine whether synonyms can be used. The student has passed the required test/exam which is in accordance with the vocational school regulations.
