This is from a law on incentives for foreign investments in Equatorial Guinea. This article appears after an article specifying the tax incentives that foreign companies can receive for making investments. I don't understand the use of aflicción in the context of an incentive, which is something beneficial.

Las pérdidas para fines impositivos que podrían resultar de la aflicción de los incentivos contempladas en los incisos a) y b) no serán diferidos para su posterior amortización.

(Sections a and b specify reductions in the tax base for income tax purposes for a) creating new jobs and b) training nationals.)

Hi, could it a typo and instead of aflicción should read aplicación, I don't think it makes much sense after reading your subsequent explanation on a+b, IMO...?

The only option that would make sense, IMHO. The application of incentives causes losses in other areas... that's how I read it.
