The abbreviations are no problem here, but the terms "en disponibilidad" is not something that Í ever came across in Castellano. Therefore it is probably a Mexican term.

Hi.
As a nationalized Mexican citizen, I've never had to suffer "Mandatory Military Service". In your case, I suspect it means: "Exempt"..or "Mandatory National Guard Service Completed"..or something along those lines.
