Je dirais 'devrait' parce que l'idée en anglais est que on s'attend à que ce produit soit utilisé d'une certaine façon.

Frankly, I think 'would be expected to be used' is very clumsy and rather poor style in EN, it remains to be seen what there is in the rest of the context to justify it — I have my doubts!

Yes, but it depends if this is part of the instructions for use, or perhaps some study into its environemntal effects, etc.? All these factors might have influenced the choice of wording.
I wonder perhaps then about 'Le produit est prévu pour une utilisation...' ?

Personally, I think one ought to avoid any formulation using 'devoir'. Of course, as the non-native speaker here, I am ill-placed to judge, but from my own purely empirical observations of how 'devoir' is used in various ways in everyday FR, I would say its use here would be too... prescriptive, for want of a better word.
I think the conditional + expected is much closer to some formulation using 'prevoir'.
