These roads form the main structure of the housing estate and have a number of cul-de-sacs that run off them to both sides, mostly called “Grove” or “Close” with one larger “Square” with houses built on all sides, the cul-de-sacs being of various generic shapes the access road being straight then meeting an elongated oval or round island sometimes referred to as a “FRYING-PAN HANDLE” or “hair-brush handle” cul-de-sac, the houses being built around a central grassed island some of which are planted with trees [ ... ]
West Glebe Road: this runs south next to the church and creates a Ushaped road that runs back on to Occupation Road the middle of the U filled by two back-to-back cul-de-sacs much like a FRYING-PAN HANDLE seen throughout the CA.

Note that for some people a dead-end street is a dead-end street and a cul de sac is a special kind of dead-end street, i.e. your raquette. I think it would be dangerous, however, to assume that everyone shares this opinion. For me, a cul de sac is a dead-end street like any other.
While all culs-de-sac are dead-end streets, I don't believe all dead-end streets can be called a cul-de-sac.
IN SOUTHERN CALIFORNIA, AT LEAST, a CUL-DE-SAC IS A DELIBERATE DESIGN WITH A LARGE, ROUND TURN-AROUND AREA AT THE END of the street with driveways leading off of it.

It would help if you gave us the wider context?
But I can confirm that this expression is equally used when talking about housing estates etc.
Note that the 'fond de...' may indicate that the house is located at the closed end (i.e. further from the main road).

I only suggest this because turn-around area does not sound very British. If this is for US or other consumption then turn-around area may be fine, but it's not really British English, whereas the 'turning area' at the end of a cul-de-sac (sic British ENGLISH!!) is a common term.
