In a letter from a French bank, in the letterhead: AGENCE DE NICE SIEGE [N.B., no accent ln the E of SIEGE, no dash between NICE and SIEGE], and later in the body of the letter:
"Nous soussignés, Banque XXXXYYYY, Agence de NICE SIEGE attestons par la présente que :"

Is this the bank's head office (it would seem an odd way of expressing it) or is it a Nice-Siège branch, where Siège would be a town? I did a search and there may be a town called Siège in Provence.

head office L'agence de Nice est également le siège de cette banque, ça me parait clair, c'est du jargon entreprise.
L'absence des accents est (malheureusement) très courante lorsque le mot est en majuscule.
Peut-être qu'un coup de fil à l'agence permettrait d'enlever le doute ?

i think so as Nice is also in Provence so they give the name of a main town first followed by the smaller one.
