This is a specific term used by Michel Foucault. I have not been able to find its translation in English:
Ya no se trataría de la naturaleza y sus condiciones sino de un medio que es creado por la población y que tiene, al decir de Foucault, efectos de contragolpe y se vuelve el problema central de la ciudad. Así, la pregunta entonces radica en esas formas en que se articulan tecnologías y saberes en la creación del medio ambiente; entre otros aspectos porque constituyen un punto central para la pregunta acerca de la regulación, la producción del ambiente urbano en nuestro presente.
