I agree with you, Wendy. In your particular context the term is an INDEC statistical category of activity, and covers services TO business rather than BY business (office rentals, accounting services, etc.) so business activities is a little misleading. Admittedly it is usually referred to as "servicios empresariales" but this is what it includes:
"servicios técnicos y profesionales de asesoramiento jurídico y de contabilidad, auditoría, asesoramiento impositivo, estudios de mercados y realización de encuestas de opinión pública, asesoramiento empresarial y en materia de gestión. Los servicios de asesoría técnica arquitectónica, de ingeniería, geológicos y de prospección, servicios de publicidad, etc. The AFIP groups the activities as " "Servicios inmobiliarios, empresariales y de alquiler"

: Initially I was very sceptical about "actividades empresariales" being used to mean "servicios empresariales", but I have found a few refs to "actividades empresariales, inmobiliarias y de alquiler", and it does fit. You could well be right.

I agree that this does seem to be a much broader term than "construcción" or "hotelería y restaurantes", but this is what "actividades empresariales" means and I see no reason to think that it refers to anything more specific.
On the contrary, "actividades empresariales" as an official term in Argentina is a very broad term. It means any activity related to running or investing in a business:
"El acuerdo considera actividades empresariales, las de inversores en actividades productivas; las de miembro de directorio, administrador, gerente y representante legal de una empresa en los sectores de servicios, comercio o industria, incluyendo las transferencias intracorporativas y las de miembro de consejo de administración."

I honestly don't see what other term we could use that means all this. It covers industrial, commercial and services enterprises. "Entrepreneurial" doesn't seem right to me here, as it refers specifically to the activity of someone who sets up a business and runs it profitably, and that is not the emphasis of the term as used here, as far as I can tell.
The Spanish term is very broad so the English term has to be equally so.
