I can only find 'marge à l'avancement' but think marge SUR avancement may be translated differently.

I actually have great difficulty in understanding the whole sentence which I have translated as follows:
Valuation of outstanding amounts
outstanding amounts will be exclusively evaluated on the basis of directly attributable costs, without a markup related to the xxxxxxxxxxx share. The margin is thus calculated when the work is completed with a provision for loss at completion if need be.

what makes you think that "Encours" = "outstanding amounts" ?

I have the nagging feeling that it's exactly the opposite - value of the work already done, NOT value of the work still remaining to be done

If you give more context to clarify that bit, the whole sentence may start making far more sense.
