I agree with writeaway I can't really see the translation problem here. I'm sure the context will tell you if it's policy or politics but seeing the topic I can't imagine that it would be politics as it's policy that dictates action.

Thank you Phil "Social policy and action" seems to fit. "Employment" seems unlikely as this is about infant teaching.

It means policy - that's why there's an s on the end of sociales. However, it's hard to know what "sociales" means - it could be "social", or it could be "employment".
