My literal understanding is: 'the highest percentage for one/any one of the variables'. But it wouldn't make sense to just pick any one of the variables because it might not be representative of the overall picture. I'm wondering if it could mean 'the percentage for the variable with the largest number of outliers'? Any thoughts on the matter?

Si corresponde, se debería calcular el mayor porcentaje de valores extremos **en alguna** de las variables utilizadas por el usuario primario, a los efectos de que la fuente administrativa justifique su ocurrencia y también para analizar una posible tendencia de estas variables.

@Muriel I am a duffer at statistics, so my opinion counts for little here, but as I understand it, it doesn't mean "pick any one of the variables being used and calculate the highest percentage of outliers for that particular variable", but rather: "out of all the variables being used, find the one that has the highest percentage of outliers and calculate that percentage". In other words, "any", but not "any one".

See a later passage I have now encountered a passage where it clearly states that they are looking for the highest percentage of errors for each type of variable, which makes more sense. Do you think this applies to my question as well?

Exactly as Charles says. Of course, you could use "any" but maybe expanding it a little helps to avoid the sort of question it raised in your mind.
