I do not think this is a wall anchor as it has been described.
I think it is the leverage hook (specific of your machine i.e. a kind of hoist or winch) that, for safety reasons, must be settled down so that maintenance personnel (Katze is normally the moving chariot of a crane/hoist) is not exposed to hazardous situations. For the same reason the power must be switched off
