Je ne comprends pas cette phrase, n'étant pas spécialiste en la matière (ou dans le matériau...)!

Voici la phrase complète:
The recommended formula overestimates the actual punching shear strength of large columns. The reasons are found in the fact that the recommended formula does not account for strain localization (which develops in punching for concrete crushing).

Quelle est la différence exacte entre le poinçonnement et l'écrasement de béton? peut-être que c'est là où se trouve mon énigme...

Yes! I totally agree with your comment. This text is very specialised, but will be read and corrected by civil ingineers fortunately.

I am still hoping to get some help from specialists on the subject beforehand.

Specialisation Understanding this requires a degree of specialised knowledge about materials and I don't think it is reasonable to imagine that simply getting translations on a term-by-term basis will enable proper translation of the text.
