Hello Sam,
I've come across this term many times as concerns the management/administration of companies/schemes/projects, etc. and it is normally translated as "management" or "operations" depending on the preferred term or the term suitable for the entity in question. For educational institutions, I'd go with "management" or "administration".
As for التسيير الذاتي , I would say "autonomous" here, not "self-regulatory", as in "autonomous colleges and universities".
