a detector (135) for detecting an environmental radio frequency condition; a spectrum manager (105) in communication with the policy manager (115) and the detector (135) and configured to:
assign a state to at least one channel based upon the environmental radio frequency condition, the assigned state comprising one of: a cleared
state, indicating that no signals were detected on the respective channel; and a control state, indicative of a live network channel; and
