A Vehicle Excise Licence is more than just payment of road-tax. It is a licence for the vehicle to be used on public roads, and the application for a tax-disc is the only check on insurance and MOT documents that is routinely performed. If a vehicle is to be used or kept on a public road, then tax must be paid and displayed on it, unless it is an exempt vehicle. Vehicles exempt from the payment of road-tax include those used by the police, fire and ambulance services, those due to be exported out of the country and those which are more than 25 years old.
