Я бы оставил "действующий (может быть, даже и.о. - по аналогии с французским en exerciсе, т.е. in office), так как, возможно, имеет порядок ротационный порядок занятия сей должности. В общем, пребывание в ней ограничено во времени - отсюда in office. Имхо, как и обычно.
