What does "statement bulkheads" mean, especially the word "statement"? Thank you for your help.

Bulkhead in architecture Walls (partition or not) are not bulkheads in architecture.
Usually, bulkheads are boxed in beams or service elements on the ceiling, which are horizontal, and they can be extended vertically at the ends of the element, vertically, like columns. The point is that they are big enough to be noticeable and in this case they were made to look like a feature in the entrance hall, and by looking at the pictures, they are present in other parts of the house as well, like stylistic statements. They look like "frames" surrounding the entrance, ceiling, separating the entrance from the living area, etc.
They are also other type of architectural bulkheads, but in this case the above applies.

to make a statement means to make something a feature or make it stand out

a bulkhead is a partition wall or can be a stairwell "box". However, looking at the photos of this house the walls are being used to divide the house in a striking way thus "making a statement" ( rather like an architect would use columns as a feature)

so yes, the walls are not just there to divide the house up but are themselves acting as features to make an impression
