The context below is taken from training course notes on maintaining a secondary drinking water supply network. My first thought was that the term in question meant 'sophisticated equipment', but then it would be 'matériels', wouldn't it? Or, read a different way, it could mean 'the geotechnics of soils and of ......... ' but what would these materials be? As this is in a list form, there is no further context, so it is a bit of guesswork! Any ideas?

Since geotechnics applies to this, it has to be ground of some sort. The most obvious answer, to my mind, is that they are contrasting "sol" (natural ground") and "matériaux élaborés", i.e. natural soil which has been disturbed by the intervention of man, or "made ground", i.e. natural soil we have placed somewhere as fill or embankments, etc., but possibly, more likely(ly), landfill and all the rubbishy stuff we have been disposing of for centuries if not millennia.

ON SECOND THOUGHTS, looking at the line above and seeing "chaussées", it is more likely to be referring to the "processed materials" (crushed gravel, cement-stabilized soil, bitumen-coated materials, etc.) used to make the road, as opposed to the underlying "sols".

Assuming the said "matériaux élaborés" were produced/changed by hand or by a machine rather than being naturally processed.
Am not 100% sure but if they were the result of a process not involving human intervention then I don't think the term manufactured can be used.
