You are right. Overall, this document is a challenge to read, and the client knows it. I will certainly point out all areas that are not completely legible, even if I feel I have read them correctly. In addition, I always try to read as much as I can.

I have to agree Hi Jana - it looks like Thamie or Thanie to me but it's impossible to say. I really think you are justified here saying this is an illegible proper name. BTW, it's not uncommon for translators to make a surcharge for illegible handwritten documents.

why are you trying to "translate" proper names? Unless the client is abusing of the translator's goodwill or the translator is going more than the whole nine yards, surely it is sufficient in all your examples to state that these are proper names, signatures, clearly family name first and given name second?
The client can do the decyphering if need be.....
