Does this simply mean that the surplus steam is guided out through the ceiling or am I missing something?

vented above roof level

I am almost sure this is the meaning here; I think you will find many chemicals plants are vented to one side through the wall, which may be one way to ensure there is reduced danger to operational personnel as compared with flues leading directly upwards (they are talking quite high pressures here, too). The vent, or flue, would then be led upwards to exhaust at above roof level.
