I've searched high and low for a relevant translation of this. Based on the few scant references I found, could this term mean something like (restrictions of use and disclosure) of "reference data and application for participation data" - keine Ahnung!

Assuming that this is in relation to an RFP, I think "proposal and application data" should work, and that "Teilnahme/participation" can be omitted as it seems redundant.

I know what you mean but I think you're confusing something. IMO, "Application for participation data" means that s.o. applies for the data of a participation, and that doesn't make sense to me. And "Data for application for participation" means exactly that - the data FOR an application, not OF an application (as in "the data contained in the application submitted). Your "application for participation" and "proposal data" are correct by themselves, but in the combined context of your search term (since data refers to both the proposal and the application for participation), I think you'd be better of with "proposal and participation application data." Just my 2 cents. It's of course entirely your call. Good luck with the decision. ;-)
