Here I'd use signal strength (gradient), as the chart obviously shows the strength of the reception signal along the railway line.

coverage survey / coverage plot
Pegel = level' i.e. of signal. As this varies, so will the 'coverage'.
Verlauf = course of change. In this case, a 'survey' is being done to 'plot' the variation in 'coverage'

: Your two web references are taken from the site of TOPSONIC who specialise in Fluglärmüberwachung. http://www.topsonic.de/ They are primarily interested in plotting ‘noise’. Carolynka’s context is not about ‘noise level’ but ‘signal level’.
