Неправильный термин

Здесь должен быть термин "под строительство", а не "под благоустройство". "Благоустройство территории" означает озеленение, строительство детских площадок, парковок около домов, выравнивание грунта, дренаж, освещение и т.д. А я также думала "being landscaped/improved/with amenities"...не знаю, может быть исходный текст неправильно пользуется термином??? Спасибо за помощь.
