I'm not even sure of the field as I haven't a clue as to what it could be. I'm guessing it has little to do with 'breakfast' - or am I overcomplicating again?

It appears in a bulleted list of NGO projects.

In Jan. 1969, the first Panther's Free Breakfast for School Children Program was initiated at St. Augustine's Church in Oakland. By year's end, the Panthers set up kitchens in cities across the nation, feeding over 10,000 children every day before school

I am a little curious. Why would it not have to do with breakfasts? These have been provided at schools by NGOs since the days when they were invented by the Black Panthers, long before the US government got involved.

neutral Ronnie McKee : Of course we often talk about school breakfast programs, but this is under a list of projects where I think the word project or program is probably already assumed, especially since it doesn't appear in the Spanish version, or in my Unicef handbooks.

Nevertheless, "school breakfasts* by itself sounds very strange in English and I would say that "programs" ought to be included.
