I don't understand what the "fuga interna" is. Why would the loss/flight of greenhouse gases be something to avoid?

Greenhouse gases are negative, therefore we want to avoid them/reduce them.

This is what I believe they are saying here:


"...to avoid the risk of the domestic release of greenhouse gases and to benefit from the reduction in emissions"

Hi Muriel, it's going to be difficult to avoid the risk but that's their intention. I suppose it would be more realistic to say 'try to mitigate the risk'.

Your answer makes sense, and now I understand the "interna" part, but I'm still a little confused. It's not not a risk that can be avoided entirely. The best that can be hoped for is to reduce them.
