Spanish to English Law/Patents Law (general)
Currently translating a document about the statue of autonomy of Castile and León for a specialised audience.

The sentence is:

El Consejo de Cooperación Local será oído en el proceso de preparación de los anteproyectos de ley, disposiciones administrativas y planes que afecten de forma específica a las entidades locales.

I am struggling how to specifically translate: "será oído en el process de preparación..."
