agree ayrander : in courts of justice like the mexicans, there is not too much space for orally performed litigation, and there are a many "hearings" per se. In fact without a lawyer's taking of the floor, there will not be a litigation at all. You have a good answer here

this matter being heard...whereas...

"This matter being heard on... and whereas... the Court finds..." Another option.

UPON READING the proceedings and considering (AE & BE)

NB the caps in a BE JUDGMENT - not pleadings.

Would go on: 'it is hereby ordered or adjudged'.
