Without understanding the reason, I don't think anyone could provide an effective solution.

I am lack of attention as I am going through chemotherapy and simply didn't see the quote. I am loosing a lot of money because I gave the project to you. I am sorry, I can't. "

Where did you get this job?
Was it through ProZ.com or another website?
Did you check the outsourcer's information BEFORE accepting the job?
Does the outsourcer have VERIFYABLE contact details or just a Gmail address?

Hi Natalie,
Yes, I've received that job from Proz.com.
Yes, all information are checked before the client sends me the task. Because I have quoted at Proz.com for that job.
The outsource have used their yahoo address to contact with me. But I have proof of the Notes on Proz.com.
Thanks. | | |

I'm afraid that a job poster on ProZ.com has probably had little checking by staff. If this is the first time they've posted a job, and particularly if they only just set up their profile here, it could be a scammer. We're responsible for our own due diligence and can't expect ProZ.com to do it for us. Do you have a postal address? I don't want you to repeat it here, but if you don't have that then there's precious little you can do to ensure you get your money through the legal system.
One thing you should do straight away is to do some Google searches for them. Type in the agency name along with the word "scam". See what comes up, then try the same search using the contact name, and again with the email address. Hopefully you'll find nothing of any interest. Did you find the agency's website on the Internet? How about entries on the Blue Board here and on similar listings? An agency with a good, or bad, reputation will normally appear in all sorts of places, although a lack of online presence doesn't have to ring alarm bells if it's a new agency. You should also find out where the IP address is located in the world and see it if matches the client's story.
I know that prices in your part of the world are likely to be lower than in mine. However, have you seen the community rate for this pair here on ProZ.com? It's here: http://search.proz.com/employers/rates and it's USD 0.07-0.10 per word. What you were asking is so far adrift from that that you're attracting only the bottom feeders and the outright scammers. That's why I asked which pair it was, as the agency would certainly have had to add the cost of a native English reviser had it been the reverse pair. But the rate they're proposing for "into Bengali" is just ridiculous. Your client has spoken about their client being another agency. I imagine it's likely then that they add absolutely no value at all - they're just a broker. Maybe their client is just another broker, taking money for doing nothing. Frankly, it's a recipe for disaster. If you were to double or even triple your rate then you'd be working with an agency who is in direct contact with the end client, or maybe even working with the end client directly. Only then do you start being valued as a professional; and when that happens the risk of being scammed diminishes considerably.
But that isn't going to help here. If it's a one-person agency it's possibly a true story, although as Natalie says it is one that's often associated with scammers. If it is true, you have to decide what to do for the best. Perhaps they will (more or less willingly) pay somewhere between their rate and the one you expected. Only you can decide if that's enough to make you turn the page and put it down to experience. If you insist on the full amount, maybe they'll pay in the end. Or maybe they'll refuse to pay anything. Would you be able to easily sue them? I don't know how that works in your part of the world.

Hi Sheila,
Thank you very much for your time!
Do you have a postal address?
Yes, I have. As the client's data have on Blueboard.
Also thanks for the tips about pricing. I'll keep that in mind.
