Source text - English 国民航空が今日のような姿になったのには、いろいろな原因がありますが、その根源は「人事」にあると考えます。不正人事が、すべての部門に影響を与え、会社全体を活力のない、しらけた状態にしてしまったのです。
これは歴代の社長はじめ、役員が、自分の子弟や親族を縁故入社させ、これにより役員が、私的に人事を左右する環境が社内に生れました。そして自分を中心とした閥をつくることに専念し、その派閥に属した特別なグループの社員のみが昇進昇格出来るようにしています。
派閥人事が横行している職場では、一般の良識ある社員は、昇給も昇格も望みがなく、非昇格者の立場に甘んぜざるを得ません。そして特定グループの社員は、大体がイエスマン、ごますり、遊び人、政治家の子弟などによって占められています。毎日、どんなに一生懸命働いても、一つの課なり部なりに、一定数の特定グループ員がいる限り、俸給差は広がるばかり。それが、ずっと停年まで続くのです。

Translation - Japanese Many factors have led to the poor conditions in the current aviation business. I think the source of these problems lie in human resource issues. Unfair treatment in the work environment has had adverse effects on company morale. First, favoritism shown toward close relations of senior managers during the hiring process is an issue, as it creates an atmosphere where there is perceived favoritism. In addition, the initial favoritism tends to be accompanied by further favoritism in subsequent stages during employees’ careers, with promotions not being given on the basis of achievement. In such an environment, good, reliable staff cannot hope for promotion or pay increases, leading to morale problems. Moreover most of the members of the insider group are not impartial, as they are generally more acquiescent and politically motivated than outsiders, leading to potentially poor advice. Despite the efforts of outside members, the salary gaps will continue to increase over time.
