Source text - English DEFENSE PLAN AGAINST MASSIVE BLACKOUTS OF A LARGE INTERCONNECTED POWER SYSTEM IN A DEREGULATED ENVIRONMENT: THE ARGENTINEAN CASE
ABSTRACT
This paper describes the principles underlying the design of a defense plan against massive blackout that currently is being implemented in the Argentinean High Voltage Interconnected Power System. The aim of the plan is to avoid overall system collapse under extreme faults leading to cascade outages that may give rise to a blackout. The basic defense strategy consists in the isolation of healthy portions of the grid once collapse condition has been early detected. Key issues like design criteria and practical approach for the implementation of an integral defense plan are presented. The regulatory framework and the role of the Independent System Operator and Market Administrator (ISO) are also addressed as well as other market participants’ duties regarded implementation of the plan.

RESUMEN
Este artículo describe los principios que se aplican al diseño de un plan de defensa contra apagones masivos que se está implementando actualmente en el Sistema Argentino Interconectado de Alta Tensión.
El objetivo del plan es evitar el colapso total del sistema. El mismo ocurre por los desperfectos extremos que llevan a interrupciones eléctricas en serie, las cuales pueden dar lugar a un apagón. La estrategia de defensa básica consiste en aislar las porciones de la red de suministros que se encuentren en buen estado una vez que la condición de colapso se haya detectado. Aquí se presentan los aspectos más importantes, como los criterios de diseño y los métodos prácticos para la implementación de un plan de defensa integral.
Al mismo tiempo, se hace referencia al marco regulador y los roles del operador independiente de sistema (OIS) y del administrador de mercado, además de las responsabilidades de otros participantes del mercado en la implementación del plan.

Unauthorized modifications of the machine will void the liability of the manufacturer for any resulting damages.
