(hereinafter the “Company”), which was duly incorporated and validly existing in accordance with the laws of the Republic of France, and having its address in the City of _______ and declares:
That in the name and on behalf of the Company and in accordance with the powers conferred by the Company, he hereby grants on behalf of Luis Capín López, José Luis Gutiérrez Azpe, Alex Robinson Arroyo, Elisa Camacho Reyes, María del Carmen Gutiérrez Alhadro and Claudio Serviere Olvera, jointly or severally, a special power of attorney in terms of Article 2554 of the Federal Civil Code and the corresponding Articles of the Civil Codes for all the States and the Federal District of the United Mexican States so that under the name and on behalf of the Company they realize all of the procedures that may be necessary before any agency or entity of the Federal Government or any other government and that they file and execute any document that might be necessary, in order to open a Representation Office, as well as to realize the reservations, submissions and covenants required under Section I of Article 27 of the Political Constitution of the United Mexican States; request the authorization referred to in Articles 17 and 17-A of the Foreign Investments Law; and in particular so that they enter into the agreement referred to in Section I of Article 27 of the Political Constitution of the Mexican United States under the name and on behalf of the Company, with the Secretary Ministry of Foreign Affairs.
Within the specialty of the power, the attorneys-in-fact shall have the following authority:
General power of attorney for acts of administration pursuant to the second paragraph of Article 2554 of the Federal Civil Code and the corresponding Articles of the Civil Codes for all the States of the United Mexican States and the Federal District.
This power of attorney will be effective until December 31, 2009.
The Company hereby ratifies and confirms each and all actions taken by the attorneys-in-fact in the exercise of this special power of attorney.

1. That I know the appearing party who in my opinion has the legal capacity to execute contracts and assume obligations and who has evidenced to me the legal existence of the Company, as well as his capacity as representative of the Company duly and expressly authorized for the granting of this special power of attorney.

In general powers-of-attorney to manage property, it shall be sufficient to state that they are given with that nature in order that the attorney-in-fact may have all manner of administrative powers.
In general powers-of-attorney to exercise acts of ownership, it shall be sufficient that they are given with that nature in order that the attorney-in-fact may have all powers of an owner, both with respect to property, and in order to take all manner of steps to defend them.
In any of the three cases above-mentioned, if it should be desired to limit the powers of the attorneys-in-fact, the limitations shall be set out or the powers of attorney shall be special powers of attorney.
Notaries shall insert this Article in the notarial instruments containing powers of attorney which they execute”.

Pour exercer les actes de propriété, dans les pouvoirs généraux du mandataire, il suffit qu’ils soient donnés en ces termes afin que le mandataire puisse avoir tous les pouvoirs d’un propriétaire, en plus du respect que confère le patrimoine, et dans le but d’utiliser tous les moyens nécessaires pour les défendre.

The aviation authority will usually have a Crisis Management Team (CMT) to develop and execute the public health emergency plan. These planned measures may be contingent on the State health authority’s alert levels or according to the WHO phases of an evolving Pandemic. A risk management concept should be adopted to ensure a phased and gradual step up of control measures, in accordance with the changing circumstances. Please see Annex A for examples of colour coded alert systems and the WHO Phases of a Pandemic.
