Policy
Airport planning and development projects that include Federal involvement require an environmental review. Per statutory and regulatory requirements, the FAA must evaluate the environmental
consequences of all proposed developments shown on the approved airport layout plan. Applicable regulations include but are not limited to the National Environmental Policy Act (NEPA), the Clean Air Act,
and the Airport and Airway Improvement Act.
The FAA must carefully analyze and evaluate the impact that a proposed development presents to the environment. This involves a systematic and multidisciplinary approach that verifies compliance with the requirements of NEPA.
FAA Order 1050.1 (.pdf) Environmental Impacts: Policies and Procedures, establishes FAA policy and procedures for implementing NEPA. FAA Order 5050.4 Airport Environmental Handbook provides
guidance and instruction on meeting the requirements of NEPA and FAA Order 1050.1E.
Environmental Assessment (EA)
As the proponent, the airport owner is responsible for identifying all environmental issues associated with the proposed development. The airport owner must also develop conceptual alternatives for consideration. The airport owner typically accomplishes this environmental review by preparing an environmental assessment (EA).
The FAA is responsible for independently analyzing and evaluating the environmental consequences identified in the sponsor’s environmental assessment. After verifying the adequacy and sufficiency of the
environmental assessment, the FAA will issue either a Finding of No Significant Impact (FONSI) or an Environmental Impact Statement (EIS). The FAA formally documents the determination by issuing a
Record of Decision (ROD).
Los proyectos de planeación y desarrollo de aeropuertos que incluyen Participación federal requieren un análisis medioambiental. Conforme a los requisitos legales y reglamentarios, la Administración Federal de Aviación (FAA, por su sigla en inglés) tiene que evaluar las consecuencias ambientales de todos los desarrollos propuestos que figuran en el plan de diseño del aeropuerto aprobado. Los reglamentos aplicables incluyen pero no se limitan a la Ley Nacional de Política Ambiental (NEPA, por su sigla en inglés), la Ley de Aire Limpio, y la Ley de Mejoras a Aeropuertos y Vías Aéreas.
La FAA debe analizar cuidadosamente y evaluar el impacto que un desarrollo propuesto representa para el medio ambiente. Esto implica un enfoque sistemático y multidisciplinario que verifica el cumplimiento de los requisitos de la NEPA.
