Source text - French Au cours des dernières années, la sécurité des frontières maritimes a pris plus d’importance dans l’agenda sécuritaire global. Une combinaison d’anciennes et de nouvelles menaces est entrée en jeu, telles que le trafic illicite des armes légères, des stupéfiants et des personnes, la piraterie et le terrorisme. Les dernières statistiques publiées par le Bureau maritime international (BMI) dénotent 102 attaques de piraterie maritime dans le golfe de Guinée au premier trimestre 2012. Le caractère transnational de ces menaces contraint les États à se concentrer sur des solutions multisectorielles pour des actions coordonnées en mer, aux frontières côtières et dans les ports. Cependant, lutter
contre ces menaces n’est pas évident. Les objectifs apparemment contradictoires d’une plus grande liberté des échanges et du mouvement, d’une part, versus plus de sécurité, d’autre part, posent un défi formidable à la communauté internationale.
Translation - English In recent years, maritime border security has gained importance in the agenda of global security. New threats have come into play such as illicit trafficking in arms, narcotics and people, piracy and terrorism. The latest statistics published by the International Maritime Bureau (IMB) show 102 acts of piracy in the Gulf of Guinea in the first quarter of 2012. The transnational nature of these threats has forced states to seek solutions across the sectors to co-ordinate maritime efforts, on coastal borders and in ports. However, the fight against these threats is unclear. The contradictory objectives of a greater freedom of trade and movement, on the one hand, versus more security on the other hand, poses a difficult challenge to the international community.
