Create as soon as possible a Russian LNG Hub in the Far East of size and quality to rival leading LNG producers like Qatar and Nigeria, and to establish Russia as a world leading LNG exporter by volume, quality of project execution, and reputation for reliability.
This is to be achieved by building on the success and reputation of LNG production at the existing site on Sakhalin Island, and the Russian skills and competences developed within Sakhalin Energy. This development, led by Gazprom and supported by Shell, calls for rapid expansion of the existing 2 trains at the Sakhalin Energy Prigorodnye site to 3 or, if sufficient gas supply is available, 4 trains, and supply of “backfill” volumes to trains 1 and 2 when production from Sakhalin 2 begins to decline around 2025.
Extend the LNG Hub into further joint development of Russia’s Upstream Sakhalin resources and further joint exploration of the Sakhalin shelf, leveraging existing infrastructure from the Sakhalin 2 venture. This will be enabled by a Shell farm-in to Sakhalin-3 on terms to be negotiated with Gazprom and subsequent sharing of risks and skills between Gazprom and Shell. Shell believes that there already are sufficient gas resources to supply a 3rd and potentially a 4th train at the Prigorodnye site while ensuring the long term security of supply of domestic gas demand in the Russia Far East. Shell also believes that there is further oil and gas potential offshore Sakhalin, which to date has been little explored, and that further exploration will be accelerated through incremental addition of brownfield LNG capacity as described in the Vision.

Необходимо как можно скорее создать новый распределительный узел СПГ на Дальнем Востоке, который бы по своему размеру и качеству смог составить конкуренцию ведущим производителям СПГ, таким как Катар и Нигерия. Это позволит России закрепить за собой статус ведущего мирового экспортера СПГ по объемам производства и экспорта, а также повысит доверие к стране, как к надежному поставщику сырья.
Этого можно достичь, опираясь на успех и репутацию производства СПГ на уже существующем объекте на острове Сахалин, а также на профессиональный опыт и компетентность российских сотрудников "Сахалин Энерджи". Эта разработка, возглавляемая Газпромом и поддерживаемая Shell, предусматривает быстрое расширение двух существующих технологических линий на объекте "Сахалин Энерджи Пригородное" до трех или, при наличии достаточного количества газа, до четырех, а также поставку "засыпных" объемов для первой и второй технологических линий, когда добыча на "Сахалине-2" начнет снижаться примерно в 2025 году.
Имеется возможность расширения распределительного узла СПГ для дальнейшей совместной разработки ресурсов Сахалина в России и дальнейшей совместной разведки шельфа Сахалина с помощью уже существующей инфраструктуры предприятия "Сахалин-2". Это станет возможным благодаря тому, что "Шелл" будет участвовать в проекте "Сахалин-3" на условиях, которые будут согласованы с "Газпромом", а также благодаря последующему распределению рисков и квалифицированных сотрудников между "Газпромом" и "Шелл". Шелл считает, что уже сейчас имеется достаточно запасов газа для снабжения третьей и, возможно, четвертой технологических линий на площадке "Пригородное". При этом имеется возможность обеспечивать долгосрочную надежность поставок для удовлетворения внутреннего спроса на газ на Дальнем Востоке России. Шелл также считает, что на шельфе Сахалина имеется дополнительный нефтегазовый потенциал, который на сегодняшний день мало изучен, и что дальнейшая разведка будет ускорена за счет постепенного наращивания мощностей по производству СПГ на старых месторождениях, как описано в Прогнозе.
