Source text - English The objectives of EU energy policy are competitiveness, security of supply and sustainability. The energy acquis consists of rules and policies notably regarding competition and state aids including in the coal sector, conditions for equal access to resources for prospection, exploration and production in the hydrocarbon sector, the internal energy market (opening up of the electricity and gas markets), the promotion of renewable energy sources and energy efficiency, nuclear energy and nuclear safety and radiation protection. As regards international agreements, the chapter contains the Energy Charter Treaty and related instruments.
As regards security of supply, the acquis requires Member States to hold stocks of specified categories of oil products equivalent to 90 days of average annual consumption, and to report regularly to the Commission on hydrocarbon production, imports and prices. In gas, the Regulation on Security of Gas Supply, which enters into force in December 2010, calls for effective emergency plans, sets a common indicator to define supply disruption (N-1, i.e. the shutdown of major supply infrastructure or equivalent) and obliges states to collaborate in case of supply disruption.
The completion of the internal energy market is based on the EU rules on competition and state aids. Member States reached full market liberalisation in 2007 in electricity and gas adhering to the principles of transparency, non-discrimination, third party access, cross-border transit, security of supply and sustainability. Accounts for transmission and distribution activities are unbundled. Universal electricity services must be guaranteed and vulnerable customers be granted adequate protection. An independent regulatory authority must be designated as responsible for the efficient functioning of the markets. An independent transmission system operator (TSO) is equally crucial for the functioning of the internal electricity and gas markets. The implementation of new market rules on the internal energy markets, the Third Legislative Package is foreseen for mid-2011.
Translation - Serbian Циљеви енергетске политике ЕУ су конкурентност, сигурност снабдевања и одрживост. Правне тековине у области енергетике састоје се од правила и политике којa се првенствено тичу конкуренције и државне помоћи, обухватајући сектор за угаљ, услове за подједнак приступ ресурсима за предвиђање, истраживање и производњу угљоводоника, унутрашње енергетско тржиште (отварање тржишта електричне енергије и гаса), унапређење обновљивих извора енергије и енергетске ефикасности, нуклеарну енергију и нуклеарну безбедност и заштиту од зрачења. Што се тиче међународних споразума, ово поглавље садржи Уговор о енергетској повељи и инструменте који се односе на њега.
Што се тиче безбедности снабдевања, правне тековине налажу државама чланицама да одржавају резерве одређених нафтних производа на нивоу периода од 90 дана прорачунатог према просечној годишњој потрошњи, и да редовно извештавају Комисију о производњи, увозу и ценама угљоводоника. У погледу гаса, Уредба о безбедности снабдевања гасом, која ступа на снагу у децембру, 2010., изискује делотворне планове за ванредно стање, одређује заједничког показатеља за утврђивање поремећаја у снабдевању (N-1, тј. прекид рада главне инфраструктуре снабдевања или слично) и обавезује државе чланице на сарадњу у случају поремећаја у снабдевању.
Успостављање унутрашњег енергетског тржишта засновано је на правилима ЕУ о конкуренцији и помоћи државе. Државе чланице су постигле потпуну либерализацију тржишта електричне енергије и гаса 2007. године, придржавајући се принципа транспаретности, одсуства дискриминације, омогућавањем приступа трећег лица, прекограничног транзита, безбедности снабдевања и одрживости. Одговорности за пренос и дистрибуцију су рашчлањене. Опште услуге снабдевања електричном енергијом морају бити обезбеђене, а оштећеним потрошачима пружена адекватна заштита. Независни регулаторни орган мора бити одређен као одговоран за ефикасно функционисање тржишта. Независни оператор система преноса (ОСП) је подједнако битан за функционисање унутрашњих тржишта електричне енергије и гаса. За спровођење нових правила тржишта унутар унутрашњих енергетских тржишта, предвиђен је Трећи законодавни пакет за средину 2011. године.

English to Serbian: UNIFICATION OF GRAVITATION AND ELECTROMAGNETISM General field: Science Detailed field: Physics
Source text - English The paper presents the total and consistent unification of the grandiose works of Newton, Faraday and Maxwell within the symmetrical Maxwell equations by identifying the so far missing magnetic monopoles with the mass monopoles - masses, and identifying the magnetic field with the gravitational field with the suitable constant of proportionality . Further experiments are necessary to obtain its correct average value. The origin of the conventional large-scale magnetic fields of the celestial bodies, planets, Sun and stars is explained on the basis of the first moment of the mass distribution with respect to the center of gravity, which center is defined as the point at which the self-gravity is zero. The center of gravity and the center of mass never coincide, except in the case of the perfect symmetry, which never occurs in nature for the real celestial bodies. It is pointed out that the inappropriate choice of the center of mass for the coordinate origin for the planet Earth led to the inadequate International Gravity Formula with the so far inexplicable gravity anomalies. These gravity anomalies can be accounted for at least partially by the additional dipolar term in that Gravity Formula. The paper points out at many phenomena which fit naturally within this unified field theory, such as geomagnetic field reversal, disturbances and variations due to the influences of the Moon, Sun, all planets, continental drift, earthquakes, etc. The solar cycle and the sunspots can be easily accounted for by the gravitational pulls of the revolving planets, among which Jupiter predominates by far. Further research in many directions is necessary, including levitation by very strong magnetic fields particularly, whose results were reported rather recently. It is emphasized that the proper choice of the coordinate system for the planet Earth is of the paramount importance for further geophysical measurements, so that the instantaneous time varying vertical plumb lines and all measurements can be referred to that global coordinate system. It is pointed out that this unified gravito-electromagnetic field theory is purely mathematically valid for any velocity. In that respect, an experiment is described for the attempt to accelerate electrons above the speed of light, which appears to be possible on the basis of the described provisional model of the self-gravitationally stabilized electrical charge as derived from this unified field theory. This tentative model of the elementary electrical charge - electron shows that within this unified field theory all elementary particles, including neutrons, must possess the intrinsic magnetic dipole moments, i.e., the intrinsic first mass moments with respect to their centers of gravity within the unavoidable and inexorable gravitational field, THUS TOTALLY AND LOGICALLY ELIMINATING ANY NEED FOR THE ASSUMED AND PRESUMABLY "DETECTED" "SUB-ELEMENTARY" TRANSIENT ELECTRICALLY CHARGED PARTICLES, LIKE QUARKS, ETC, WHICH, ALTHOUGH "TRANSIENT", PRESUMABLY REVOLVE INSIDE THE "ELEMENTARY" PARTICLES, LIKE NEUTRONS ETC. TO CREATE THE MAGNETIC DIPOLE MOMENTS IN THE OBVIOUS VIOLATION OF LOGIC. This model is in the full harmony with the disapproval of the hypothesis of quarks by some outstanding scientists, like Heisenberg and others. The paper emphasizes that any theory of physics and particles, which neglects or omits the inevitable gravitational field, whose presence makes the space essentially anisotropic, is logically incomplete and consequently erroneous to a certain extent.
Translation - Serbian Ovaj rad predstavlja sveobuhvatnu i doslednu unifikaciju grandioznih dela Njutna, Faradeja i Maksvela, u okviru simetričnih Maksvelovih jednačina, poistovećujući magnetne monopole koji su do sada nedostajali sa masenim monopolima – masama, i poistovećujući magnetno polje sa gravitacionim poljem sa odgovarajućom konstantom proporcionalnosti .
Dodatni eksperimenti su potrebni radi dobijanja njegove precizne prosečne vrednosti. Poreklo konvencionalnih magnetnih polja velikih razmera nebeskih tela, planeta, Sunca i zvezda je objašnjeno na osnovu prvog momenta masene distribucije u odnosu na centar gravitacije, čiji se centar definiše kao tačka u kojoj je sopstveno gravitaciono polje jednako nuli. Centar gravitacije i centar mase se nikad ne poklapaju, izuzev u slučaju savršene simetrije, što se u prirodi ne dešava kod pravih nebeskih tela. Važno je istaći da neadekvatan izbor centra mase za koordinatni početak planete Zemlje vodi ka neodgovarajućem izvođenju Internacionlne gravitacione formule,sa do sada neobjašnjenim gravitacionim anomalijama. Ove gravitacione anomalije se mogu objasniti bar delimično preko dodatnog dipolarnog člana u ovoj gravitacionoj formuli. U ovom radu se ukazuje na mnogo fenomena koji se prirodno uklapaju u ovu teoriju jedinstvenih polja, kao što je reverzija geomagnetskog polja, poremećaji i promene usled uticaja Meseca, Sunca, ostalih planeta, pomeranja kontinenata, zemljotresi, itd. Solarni ciklus i sunčeve pege se lako mogu objasniti gravitacionim privlačenjem planeta koje se okreću, među kojima Jupiter itekako dominira. Dodatna istraživanja u više pravaca su potrebna, uključujući posebno levitaciju snažnim magnetnim poljima, čiji su rezultati prilično nedavno bili obelodanjeni.Odgovarajući izbor koordinatnog sistema za planetu Zemlju je od velikog značaja za dalja geofizička merenja, tako se da taj globalni koordinatni sistem može koristiti za sva merenja i za vertikalne linije viska sa trenutnom promenom vremena. Ističe se da je ova teorija ujedinjenja gravitaciono-elektromagnetnih polja čisto matematički važeća za sve brzine. U tom smislu, eksperiment je opisan za pokušaj ubrzavanja elektrona preko brzine svetlosti, što je izgleda moguće na osnovu opisanog provizornog modela naelektrisanja stabilizovanog sopstvenom gravitacijom,kao što je dobijeno iz ove teorije jedinstvenih polja. Ovaj okvirni model elementarnog naelektrisanja – elektrona pokazuje da po ovoj teoriji jedinstvenih polja, sve elementarne čestice, uključujući neutrone, moraju posedovati suštinske magnetne dipolne momente, tj. suštinske prve masene momente u pogledu njihovih centara gravitacije u okviru neizbežnog i neiscrpnog gravitacionog polja, STOGA, UKUPNO I LOGIČKI ELIMINIŠUĆI SVAKU POTREBU ZA PRETPOSTAVLJENIM I VEROVATNO „OTKRIVENIM“ „SUB-ELEMENTARNIM“ NEPOSTOJANIM ČESTICAMA NAELEKTRISANJA, POPUT KVARKOVA, ITD, KOJE PREMDA NEPOSTOJANE, SE VEROVATNO OKREĆU UNUTAR „ELEMENTARNIH“ ČESTICA, POPUT NEUTRONA ITD., U CILJU STVARANJA MAGNETNIH DIPOLNIH MOMENATA PRI TOM OČIGLEDNO KRŠEĆI LOGIČKA PRAVILA. I have been working as a Technical Translator for English and Serbian (and variants, like Serbo-Croatian, Bosnian and Croatian) for more than 14 years now. I have been permanently employed as the Head of technical translation department for English and Serbian with PE Electric Power Industry of Serbia, Branch Mining Basin Kolubara since 2006. Translating for a very big company provided me with a great deal of experience in translating various technical and legal texts on a regular basis and also to a great extent. I also gained a plethora of translation experience while simultaneously working as a freelance translator on numerous projects with some reputable companies.
I have graduated from the Faculty of Philology, Belgrade University, and upon four years of study, I received the English Language and Literature University Degree.
