Source text - English By the standards of Shady Hill, the Bentleys were a happily married couple, but they had their ups and downs. Cash could be very touchy at times. When he came home after a bad day at the office and found that Louise, for some good reason, had not started supper, he would be ugly. "Oh for Christ sake!" he would say, and go into the kitchen and heat up some frozen food. He drank some whiskey to relax himself during this ordeal, but it never seemed to relax him, and he usually burned the bottom of a pan, and when they sat down for supper the dining space would be full of smoke. It was only a question of time before they would plunge into a bitter quarrel. Louise would run upstairs, throw herself onto the bed and sob. Cash would grab the whiskey bottle and dose himself. There rows, in spite of the vigour with which Cash and Louise entered into them, were the source of a great deal of pain for both of them. Cash would sleep downstairs on the sofa, but sleep never repaired the damage, once the trouble had begun, and if they met in the morning, they would be at one another’s throats in a second. Then Cash would leave for the train, and, as soon as the children had been taken to nursery school, Louise would put on her coat and cross the grass to the Bearden’s house.

Ce n’était qu’une question de temps avant qu’ils ne se lancent dans une scène amère. Louise, courait à l’étage, se jetait sur le lit et sanglotait. Cash attrapait la bouteille et s’administrait une dose de whiskey. Leurs disputes, malgré la vigueur avec laquelle Cash et Louise les commençaient, leur causaient à tous les deux une profonde douleur. Cash dormait en bas sur le canapé mais une fois que les ennuis avaient commencé le sommeil ne réparait jamais les dégâts, et s’ils se voyaient le matin, ils se battaient en une seconde. Source text - English New approach to Mediterranean Development
• The Mediterranean area, or more specifically some parts of the countries bordering it,
provide some of the biggest problems of development in the European Community, and at various times in the past there have been programmes proposed which were
something on the lines of the West of Ireland package. These included good grants for provision of water for households and for irrigation, grants for land improvement, roads, electricity and any other. infrastructure deemed necessary as well as resource centres,
and special aid for advisory services. All of this came from the Guidance Section of FEOGA, and was very useful for the
improvement of farm structure in those areas. However, these plans were designed originally for the South of France and for the Mezzogiorno area of Italy, and since the accession of Greece to the Community the problems have assumed new dimensions,
and during the past year there is another complication due to the imminent accession of Spain and Portugal, two countries which have farm produce very similar to the existing
member States, and there is now urgent need for a different kind of development which may reduce the dependence of those regions on small scale agriculture. It is also recognised by the Community that there are very strong connections with countries on
the Mediterranean Sea which are not part of the Community. All of these factors have influenced the European Commission in proposing the Integrated Mediterranean Programmes which are of particular interest because they may
well provide a pattern for regional development programmes in the future in other under-developed parts of the Community. They are indeed developed from small scale
experimental programmes on rather similar lines, but going much further. They establish areas of priority for the implementation of a determined set of measures, which are programmed for a number of years and financed from multiple sources of
both Community and national finance. These measures will be designed to promote productive investment, the infrastructures directly related to it and the best use of the
human capabilities in each of the main sectors of the regional economy. These would embrace agriculture, fisheries, handicrafts, industry, including food industries, energy and the service sector, including tourism. Emphasis is to be placed on
opportunities to introduce modern methods of work and modem technologies, but where modernisation leads to loss of employment the aim is to compensate or more than
compensate for that with new jobs, and there is also to be special emphasis on the need to protect the environment, which is especially fragile in this region. There have already been several pilot projects in miniature in France, Italy and Greece,
and these are showing enough promise to encourage the Commission to believe that the bigger projects will also be successful.

La Méditerranée, ou plus spécifiquement certaines régions des pays la côtoyant, cause certains des plus gros problèmes de développement dans la Communauté Européenne, et à plusieurs reprises dans le passé, des programmes semblables au programme global pour l'Ouest de l'Irlande ont été proposés. Ils comprenaient des aides généreuses à l'approvisionnement des foyers en eau et à l'irrigation, des aides à l'aménagement du territoire, aux routes, à l'électricité et à toute autre infrastructure jugée nécessaire, de même que des centres de ressources et des aides spéciales aux services de conseil.
Tout ceci provenait de la section « orientation » du FEOGA (Fonds européen d'orientation et de garantie agricole) et fut très utile à l’amélioration de la structure des exploitations agricoles dans ces régions. Cependant, ces plans étaient initialement prévus pour le sud de la France et la région du Mezzogiorno en Italie, et depuis l’adhésion de la Grèce dans la Communauté les problèmes ont pris de nouvelles dimensions et une autre complication s’est ajoutée au cours de l’année dernière avec l’adhésion imminente de l’Espagne et du Portugal, deux pays dont les produits agricoles sont très semblables à ceux des autres états membres. Il y a maintenant un besoin urgent d’une différente sorte de développement qui pourra réduire la dépendance de ces régions sur l’agriculture artisanale. La Communauté reconnaît aussi qu’il existe des liens très forts entre les pays non-membres situés sur la mer Méditerranée.
Tous ces facteurs ont influencé la Commission européenne à proposer les programmes intégrés méditerranéens qui sont d'un intérêt particulier car dans le futur, ils pourraient fournir un modèle pour les programmes de développement dans d'autres régions sous-développées de la Communauté. Ils ont en effet été développés à partir de programmes expérimentaux à petite échelle du même genre mais en allant beaucoup plus loin.
Ils établissent des domaines prioritaires pour la mise en œuvre d'une série de mesures déterminées, programmées sur plusieurs années et financées par des sources multiples provenant à la fois des finances communautaires et nationales. Ces mesures seront conçues pour promouvoir l’investissement productif, les infrastructures qui s'y rattachent directement et le meilleur emploi des capacités humaines dans chacun des principaux secteurs de l'économie régionale comprenant l’agriculture, la pêche, l’artisanat, l’industrie, y compris l’industrie alimentaire, l’énergie et le secteur de services, y compris le tourisme. On insistera sur les opportunités d'introduction de nouvelles méthodes de travail et de technologies modernes, mais là où la modernisation entrainera des pertes d’emploi le but sera de les compenser, voire de les surcompenser, par de nouveaux emplois. On insistera aussi spécialement sur le besoin de protéger l’environnement particulièrement fragile dans cette zone.
Il y a déjà eu plusieurs projets pilotes miniatures en France, en Italie et en Grèce et qui s’avèrent suffisamment prometteurs pour encourager la Commission à croire que des projets de plus grande taille réussiront aussi.
