New short-story reviewer's report. I like doing reviewer's reports before editing new clients' work. It allows me to dig into the text and find the problem areas that remain invisible on per-word rate quotes, which inevitably lead to underquoting, even if you look at three chapters of a novel. It also shows me whether the author can write. I prefer not to work with authors whom I must teach the nuts and bolts of writing. If the author accepts the report, we work together, first on the broad-spectrum changes to structure, character arcs etc., and then the copy-edit. I try to get an independent proofreader if the manuscript is unsolicited. The discussion of that report in conversation is critical to me. It soon becomes apparent whether we are a good fit. If not, they pay for the report, and we go our separate ways.
