The rules governing judicial conduct are rules of reason. They should be applied consistently with constitutional requirements, statutes, other court rules and decisional law and in the context of all relevant circumstances. The rules are to be construed so as not to impinge on the essential independence of judges in making judicial decisions.
The rules are designed to provide guidance to judges and candidates for elective judicial office and to provide a structure for regulating conduct through disciplinary agencies. They are not designed or intended as a basis for civil liability or criminal prosecution.
The text of the rules is intended to govern conduct of judges and candidates for elective judicial office and to be binding upon them. It is not intended, however, that every transgression will result in disciplinary action. Whether disciplinary action is appropriate, and the degree of discipline to be imposed, should be determined through a reasonable and reasoned application of the text and should depend on such factors as the seriousness of the transgression, whether there is a pattern of improper activity and the effect of the improper activity on others or on the judicial system.

Правила, определяющие поведение судьи, являются правилами разумного подхода. Они должны применяться в соответствии с конституционными требованиями, положениями закона, другими судебными правилами и прецедентным правом в контексте всех соответствующих обстоятельств. Правила должны быть истолкованы таким образом, чтобы они не посягали на обязательную независимость судей в принятии судебных решений.
Правила выработаны для того, чтобы обеспечивать руководство судьям и кандидатам на выборные судебные должности и обеспечивать структуру для регулирования поведения через посредство дисциплинарных органов. Они не разработаны или предназначены для того, чтобы служить основанием для привлечения к гражданской ответственности или для уголовного преследования.»
Текст правил предназначен для руководства поведения судей и кандидатов на выборную судебную должность и является обязательным для исполнения. Translation has become not only my business but also my passion. I enjoy doing it because it involves creative use of the language. Trained as a linguist, I find a lot of satisfaction working with words and phrases looking for right translation solutions that make any translation sound as authentic as its original. Having personal experience living and working for considerable amounts of time both in Russia and the USA, I am absolutely convinced that a translator plays an extremely important role in helping people bridging the gaps not only between languages but also cultures. I love translating because it gives me an opportunity to learn new things in the areas of knowledge that seemed initially very remote from the field of my expertise - linguistics. I have been engaged in translating on and off in the course of many years, undertaking projects specializing in various fields of expertise which allowed me to widen my horizons. I am not a lawyer by education but I have become an expert in legal translation, understanding subtle nuances of differences between Russian and US legalese. I am not an ecologist, marine biologist or environmental specialist but I have accomplished successful translations in these fields as well. The list of my achievements can be continued. I never missed a deadline working on translation projects and I really care about the accuracy and authenticity of my translations. My major interests in translation now include psychology and fiction.
