Hawaii General Excise Tax

I have just moved to Hawaii and was wondering if anyone has any experience with the General Excise Tax here? All of my clients are out of state so I understand there is an exemption for out of state sales, but do I need to get a certificate from my clients?

Would be interested in any experience with how this tax applies to freelance translators. Mahalo!
